I guess this is a white cultivar. (Unless it's not D. secundiflorum, in which case I don't know what it is.)
It is growing alongside a country road, but opposite a house some distance away. Odd to plant a cultivar on the road right-of-way. Can white cultivars spread by seeds? Very fragrant!

I think this is some kind of owlfly. It laid eggs on my wall Sept 25. They hatched Oct 9. 4 photos include adult - top and side views (Sept 25), eggs (Sept 25), and larvae (Oct 10). Reading from a blog referenced on bugguide.net, the smaller "eggs" are trophic eggs (unfertilized) and serve as the larvaes' first meal to keep them from eating each other.
