iNaturalist suggests either a Common Garter Snake or a Ribbon Snake. It was pretty small and I couldn't get good pictures, so I don't know which and have left it at Garter Snakes.
In the first incidence, it was migrating across a nature trail (NCC) to an overwintering area in the immediate vacinity of Bruce pit. Numerous garter snakes were doing same. It was photographed using a cell phone for ID purposes, and has a similar appearance of those from Minnesota. S. dekayi wrightorium & S. dekayi dekayi have overlapping ranges in Ontario. A similar color variation, likely wrightorium, midland brown was observed in town of Stittsville, one day later.
This snake appeared very blue compared to other garter snakes we have seen the area.
