Found these on the driveway
Believe on Quercus virginiana
2-3mm length
Seemed to be a mating ritual or some sort of communication between the two. The one on top of the flower (and hanging upside down on the side is the same) would wave its antenna rather fast and then go round in a circle as the other was flying around.
Reared from gall on Quercus phellos. ~4 mm long. Probably same species as this observation.
