The proposal for a marine reserve in the Whangarei Harbour was started in 1990 by a Year 13 geography class from Kamo High School wanting to do something for the environment that would make a difference. Since that early beginning, successive geography classes, building on the work of their peers and with help from the wider community, continued with the proposal until it was submitted to the Minister of Conservation in 2002 and opened in 2006.
