Not sure what this is really. Perhaps an initial stage of Coleophora limosipennella? Leafminers of NA says... "The egg is usually laid in a vein axil. From here, the larva mines a corridor about 4 mm by 1 mm. Much of its frass is ejected through the entry hole, adhering to the lower leaf surface". That description seems to fit although the length of the mine is much longer....
