Male Black scoter? could be. At the periphery of a SUSC raft where I expect to see BLSC. Compare with the SUSC male to the right.

Saw this pod of 60++ dolphins race by the shore. Pretty exciting to see, and would have missed it if we weren't looking out the window at the right time.
