Saw this morning and again tonight. My reading indicates that Northern Cardinals can molt all their head feathers at once but generally after the breeding season, around August. Not sure if it is unusual to see such molting at this time of year.

Description
Hymenoptra extremely attracted to white substance and plant buds.
I think the substance hymenoptera were attracted to was honeydew which would affirm my educated guess of prociphilus tessellatus. But definitely need a second opinion.
