According to the Field Guide to Beetles of California, this is the only CA species which rolls a ball of dung. It favors dog dung!
Lepidospartum squamatum (scale broom). Almost pine needle like stems. The tops were covered by dried flowers and the fluffy seeds.
Location: Shady, next to water source
Soil: very wet, rocky
Sugar Bush (Rhus ovata)
Location: Canyon Riparian, Sunny, Soil around area somewhat wet lots of leaf debris, surrounded by water
Other: Possible food source for birds in the area

Wavy leafed-soap plant is found in most of California and grows on chaparrel, open woodlands, and rocks.
I found this small in height plant grown near stream in Canyon community.
