Found floating in a bucket of water near wildflowers. ~2 mm body with longer wings. There are sweet potatoes in this garden as well as a small white potato plant. Possibly Bactericera cockerelli?

This insect appeared to be injured or sick. It wasn't trying to get away and there was this weird little orange sphere protruding from its rear end. Egg, parasite, larva? It was standing on the surface of a pool.
