It was among a flock of Canada geese in the Raritan River. The head and neck are white, the rest of the body resembles CANG. Continuing.
On the top of the cell tower.
Large, bulky, with a short tail.
Must have been planted. The Meadow that it's growing in is part of a quail management area.

Fungus on the rear end, underneath wings - looks white and round
It's back :) popped up here by sidewalk last year and it's back this year
